ABSTRAK

Di era revolusi industri keempat, perkembangan teknologi telah menjadi fokus penelitian yang mendesak, didukung oleh undang-undang terbaru, yaitu Undang-Undang No. 11 Tahun 2020 tentang Cipta Kerja Bab V Bagian Kelima Pasal 89 poin 6, menjelaskan bahwa pemerintah memberikan dukungan sumber daya, diantaranya berupa fasilitas yang mendukung digitalisasi. Adanya sebuah platform Digital Library menjadi sangat relevan mengingat pentingnya peranan teknologi di era digital. Oleh karena itu, pengembangan Digital Blue Ocean (DBO) sebagai platform perpustakaan digital di Universitas Raharja memiliki relevansi tinggi, memenuhi tuntutan pemanfaatan teknologi di era digital. Namun, perlu adanya peningkatan dan pengembangan DBO untuk memastikan efektivitas dan efisiensi dalam pengelolaan pengetahuan di lingkungan akademis. Penelitian ini bertujuan untuk memahami dan mengembangkan DBO melalui penerapan metode Indicator Measurement Factor Analysis (IMF) dan Agile Scrum. Pengembangan DBO tidak hanya memaksimalkan strategi yang diperoleh tetapi juga memastikan implementasi yang jelas. Hasil penelitian menunjukkan bahwa DBO, dengan fitur yang ditingkatkan seperti halaman viewboard yang interaktif dan UI/UX yang lebih ramah pengguna, mengatasi tantangan dalam pengelolaan pengetahuan akademis secara efektif. Secara keseluruhan, penelitian ini berupaya mendukung transformasi digital di lingkungan pendidikan melalui peran sentral DBO sebagai platform terkini dalam pengelolaan dan akses sumber daya ilmiah, dengan penekanan pada peningkatan fitur seperti halaman viewboard yang interaktif, UI/UX yang lebih ramah pengguna, dan aksesibilitas navigasi yang lebih mudah untuk pengembangan dan pembaharuan situs web, dengan memanfaatkan Laravel untuk backend dan Bootstrap CSS untuk frontend.

ABSTRACT

In the era of the fourth industrial revolution, technological development has become a pressing focus of research, supported by the latest law, Law No. 11 of 2020 concerning Job Creation, Chapter V, Fifth Part, Article 89 point 6, explains that the government provides resource support, including facilities supporting digitization. The existence of a Digital Library platform is highly relevant, given the importance of technology's role in the digital era. Therefore, the development of Digital Blue Ocean (DBO) as a digital library platform at Universitas Raharja holds high relevance, meeting the demands for technological utilization in the digital age. However, there is a need for enhancement and development of DBO to ensure the effectiveness and efficiency of knowledge management in the academic environment. This research aims to comprehend and innovate DBO through the application of the Indicator Measurement Factor Analysis (IMF) method and Agile Scrum. The development of DBO maximizes the obtained strategies and ensures clear implementation. The results indicate that DBO, with improved features such as interactive viewboard pages and a more user-friendly UI/UX, addresses the challenges in academic knowledge management effectively. Overall, this research endeavors to support digital transformation in the educational environment through the pivotal role of DBO as the latest platform in managing and accessing scholarly resources, emphasizing enhanced features like interactive viewboards, user-friendly UI/UX, and easier navigation accessibility for website development and updates, leveraging Laravel for backend and Bootstrap CSS for frontend.
