ABSTRAKSI

Di era modern seperti saat ini jumlah kendaraan bertambah sangat pesat dari era-era sebelumnya. Kenaikan jumlah kendaraan ini berbanding lurus dengan jumlah pendapatan negara akan Pajak Kendaraan Bermotor yang terus bertambah dari tahun ke tahun. Maka dari itu pelayanan terbaik dari pemerintah melalui SAMSAT Keliling sangat dibutuhkan oleh masyarakat untuk memudahkan proses pembayaran pajak. Pada sistem pembayaran Pajak Kendaraan Bermotor SAMSAT Keliling Unit Pelaksana Teknis Balaraja masih ditemui beberapa hambatan, seperti tidak adanya petunjuk tentang alur pelayanan, kualitas pelayanan masih lambat dan tidak adanya petunjuk mengenai persyaratan pembayaran dan kurangnya sosialisasi mengenai jadwal SAMSAT Keliling. Metode pengumpulan data yang digunakan dalam penelitian ini yaitu menggunakan metode observasi, wawancara dan studi pustaka. Metode analisa menggunakan metode PIECES (Performances, Information, Economy, Control, Eficiency, Services). Untuk merancang sistem yang sedang berjalan menggunakan program Unified Modelling Language (UML) yaitu dengan usecase diagram, activity diagram dan sequence diagram. Dalam penelitian ini diharapkan dapat membangun sebuah aplikasi yang dapat memudahkan Wajib Pajak untuk mengetahui informasi mengenai SAMSAT Keliling baik alur pelayanannya, pentunjuk persyaratan pembayaran dan jadwal pelaksanaan SAMSAT Keliling sehingga dapat melakukan pelayanan dengan efektif dan efisien.

ABSTRACT

In the modern era, as of now, the number of vehicles is increasing very rapidly from previous eras. The increase in the number of vehicles is directly proportional to the amount of state revenue for Motor Vehicle Tax which continues to increase from year to year. Therefore the best service from the government through SAMSAT Roving is needed by the community to facilitate the process of paying taxes. In the SAMSAT Motor Vehicle Tax payment system Around the Balaraja Technical Implementation Unit there were still a number of obstacles, such as the absence of instructions on service flow, service quality was still slow and there were no instructions on payment terms and lack of socialization regarding the SAMSAT Mobile Tour. Data collection methods used in this study are using the method of observation, interviews and literature. The method of analysis uses the PIECES method (Performances, Information, Economy, Control, Efficiency, Services). To design a system that is running using the Unified Modeling Language (UML) program, namely usecase diagrams, activity diagrams and sequence diagrams. In this study, it is expected to be able to build an application that can facilitate taxpayers to find out information about SAMSAT around the service flow, guide payment terms and schedule the SAMSAT Mobile tour so that they can perform services effectively and efficiently.
